Why Hell is not your punishment but your consequence

Is Hell filled with fire and souls burning for all eternity? Is God punishing you for the choices that you have taken (even though those choices are most likely the outcome of your upbringing)? Or are we all simply vibrating at different frequencies and those vibrations determine where we end up after death?
